The City of Homer is accepting applications for an Emergency Services Specialist-I. Position requires; three years experience with emergency services and certification as an EMT III and Firefighter I. ESS personnel are on a 14 day work period, 24 hour schedule with 5 days on and 9 days off. Lateral transfers will be considered.  Full-time position with benefits. 

Emergency Services Specialist I     Starting salary $20.71 to $22.14 DOE

Emergency Services Specialist II    Starting salary $22.26 to $23.82 DOE

Emergency Services Specialist III    Starting salary $23.04 to $24.66 DOE

JOB DESCRIPTION AND SPECIFICATIONS

GENERAL FUNCTIONS

Multifaceted position that responds to emergency calls as a Senior Firefighter-Advanced Life Support EMT and provides training, administrative, maintenance and support services in the Fire Department.

JOB FUNCTIONS AND MAJOR ACTIVITIES:

1. Responds to emergency calls as a Firefighter-EMT III, drives and operates all vehicles and equipment.

                    2. Performs vehicle readiness checks, equipment inventories and other related tasks.

3. Performs a wide range of clerical duties. Assists with the fire department’s information management system. Enters and maintains records, billing, emergency service reports, training records, statistics, personnel records and other related information.

4. Represents the fire department and the city at the fire department watch desk by responding to citizen inquiries and other public and agency contacts.

5. Performs general care and maintenance of fire department facilities and equipment including housekeeping, maintenance and minor repairs.

6. Assists with public education, fire prevention, and disaster preparedness programs.

                    7. Performs some routine purchasing for the fire department.

                    8. Performs other duties as directed.

SKILLS, KNOWLEDGE AND ABILITIES   Three years experience with emergency services. Must possess a state certification as an EMT-III and Firefighter-I. Must be able to drive and operate all fire department vehicles within 6 months of hire. Requires High School Diploma or GED. Two-year Fire Science, Fire Service Administration or related degree desired. Working knowledge of modern office procedures and use of computers and software programs including; Word, Excel, PowerPoint and FireHouse. Requires excellent organizational and communication skills. Able to perform minor maintenance repairs. Requires a current Alaska Drivers License with a CDL preferred.

DECISION MAKING RESPONSIBILITIES   Requires ability to exercise independent judgment in the performance of all aspects of duties. Responsible for decisions which may involve possible loss of life or destruction of property. Activities are a major source of potential liability to the City. Minor budget authority at unit level. Work requires confidentiality.

SUPERVISORY AUTHORITY   May be required to supervise assigned volunteers.

EXTERNAL VISIBILITY/CONTACT   Low contact with key city personnel and frequency of presentations/attendance at public meetings. High frequency of contact with general public. Low frequency of contact with government officials and key service personnel.

WORKING CONDITIONS   High frequency of exposure to hazardous situations in performance of firefighter or EMT duties. Moderate exposure to adverse weather conditions. May be required to work swing or graveyard shifts, holidays and overtime. Regularly on-call by pager for emergency calls. Must be able to pass the National Fire Protection Association (NFPA) physical, after a conditional offer of employment has been made. Must be able to meet physical requirements for a Firefighter I as defined by Homer Fire Department policy. ESS personnel area subject to a 207(k) 14 day work schedule agreement which must be signed at time of hire.
